Fiscal Policy Multipliers in an RBC Model with Learning∗
نویسندگان
چکیده
Using the standard real business cycle model with lump-sum taxes, we analyze the impact of fiscal policy when agents form expectations using adaptive learning rather than rational expectations (RE). The output multipliers for government purchases are significantly higher under learning, and fall within empirical bounds reported in the literature, which is in sharp contrast to the implausibly low values under RE. Positive effects of fiscal policy are demonstrated during times of economic stress like the recent Great Recession. Finally it is shown how learning can lead to consumption and investment dynamics empirically documented during some episodes of “fiscal consolidations.” JEL classification: E62, D84, E21, E43

متن کاملSome Fiscal Calculus
What is the impact of fiscal policy on the economy? How large are the “multipliers” of government spending and tax cuts? This old question has recently received considerable attention, in particular in the context of the American Recovery and Reinvestment Act (ARRA) of 2009. I contribute to answering that question by calculating fiscal multipliers in a baseline neoclassical growth model with en...
متن کاملFiscal Multipliers: Lessons from the Great Recession for Small Open Economies
We assess empirical evidence and theoretical work on the determinants of the fiscal multiplier. Recent empirical literature suggests that short-run spending multipliers are larger under fixed exchange rate regimes, in economic downturns and during financial crises. However, the evidence on their magnitude under fiscal stress is mixed. Using a stylised model of a small open economy, we carry out...
متن کاملComparative Analysis of Sectoral Multipliers of Input-Output Model and Social Accounting Matrix
The present study is to indicate that the comparison between sectoral production multipliers of an input-output (I/O) model and a social accounting matrix (SAM) framework is almost impossible without taking into account accounting balances and theoretical considerations. Theoretically, the I/O model provides the Leontief’s production function, on the basis of which sectoral output multiplier ca...
